Noting that rapid urbanization and the resultant increase in population can also bring with it a host of environment problems, the leadership of Las Piņas realized early on that it was necessary to implement bold, feasible measures to confront the challenges at hand.
Las Piñas’ approach to the Clean and Green campaign may be described as “wholistic” because the participation of everyone- from the highest policymaker down to the lowliest street sweeper-are solicited to ensure the program’s success. Aside from the political will exhibited by the city’s Chief Executive, cooperation is also extended by the different departments, the city Council which passes the needed budget and legislation and the Clean and Green Council headed by the mayor’s wife, Mrs. Imelda T. Aguilar which implemented a mass mobilization program to sustain the Clean and Green campaign.
